Muhammad Tahir Waqar boasts over 30 years of expertise in community development, project management, monitoring and evaluation (M&E), training, and research. He possesses extensive experience in M&E, research, impact assessment studies, and project design, with a deep understanding of the socio-economic context of the country.

Waqar has led numerous research projects focusing on social mobilization, child labor, microfinance, livelihoods improvement, and poverty reduction. He has coordinated significant national surveys and managed projects in Pakistan, Afghanistan, Nepal, and Bhutan, collaborating with various international organizations and donors. Since 2017, Waqar has worked closely with relevant stakeholders on climate change and environmental management, providing technical support to the Climate Resourcing Coordination Centre and contributing to pipeline projects for the Green Climate Fund (GCF).
