Mr. Najam Ahmed Shah an officer of Pakistan Administrative Service. Prior to present posting as Chairman, Planning & Development Board, Government of Sindh, he has served as the Additional Chief Secretary of Forest & Wildlife Department, Government of Sindh. His foundational academic background is in Electrical Engineering. Distinguished as a Fulbright Scholar and an Eisenhower Fellow, Mr. Shah possesses dual Masters Degrees in Management & Engineering from Cranfield University, UK, and in Public Administration from the prestigious Harvard University Kennedy School.
Before embarking on a career in public service, Mr. Shah garnered significant experience in the private sector, primarily focusing on energy sector project management. His public sector journey spans over two decades, during which he has not only worked in the field but has also led substantial portfolios in the energy and health sectors in Punjab. His contributions in Sindh are noteworthy, having served as Secretary of Finance before his role in local government.
In addition to being a Project Management Professional, Mr. Najam Shah has excelled in major areas of specialization e.g. Public Management, Procurement Management, change management and negotiations.. His tireless dedication and outstanding service were recognized in March 2016, when he was honored with the “President’s Pride of Performance Award.
Currently as the Chairman, Planning & Development Board, Government of Sindh his role and responsibilities include:
1. To preside Provincial Development Working Party (PDWP) meetings for approval of development schemes/projects.
2. To preside over review meetings of development projects / schemes being executed as per Annual Development Program (ADP)
3. To steer foreign funded projects through Project Steering Committees constituted for each project
4. To inspect and monitor all development schemes executed by Govt. of Sindh through Annual Development Program and Federal Public Sector Development Program in the Province of Sindh.
5. Represent Govt. of Sindh at all Forums of the Federal Govt. concerning development schemes / projects.
6. Preside over all meetings for approval / review of development schemes / projects executed by Foreign Donor Agencies like World Bank (WB), Asian Development Bank (ADB), Japan International Cooperation Assistance (JICA) United States Assistance International Development (USAID).
7. Administrative and Financial matters of the Planning & Development Department and its Attached Departments / Offices.
8. To preside over Departmental Promotion Committee for promotion of officers/officials upto BS-18 of P&D Department and all attached offices.
9. To approve / review all Special Packages / block allocations for development of major cities of the Province of Sindh on the directives of President, Prime Minister and Chief Minister.
